The Jef Billings Memorial Scholarship shall be awarded to candidates who meet all of the following criteria:
- Graduates of the New Hartford Central School District that have enrolled at an accredited college or university, and
- Students who exhibit interest in pursuing a career in the arts (including but not limited to theatre, music, design, acting, and so forth).
In the event that a candidate matching these criteria cannot be identified, the scholarship will not be awarded in that year.
